FULL REPORT: 7 Hour SWAT Standoff In Kennewick Finally Leads To Arrest

UPDATE/KENNEWICK, WA - 33 year-old Jorge Garcia was arrested after a seven hour standoff that involved multiple police teams including SWAT and a bomb squad.

Neighbors told NBC Right Now this was not the first gun related threat from Garcia recently. 

"Just bang bang bang bang. I'm thinking somebody's knocking on my door. My dad comes in and wakes me up and is like SWAT team is outside," said Chris Kvamme who lives downstairs from the now incarcerated man.

It was a rude awakening, but police were trying to keep Kvamme and his friends safe as they piled them into the back of an armored truck and moved them out of the way. His new neighbor up-stairs was the cause of this chaos.

It took shots through windows, tear gas canisters and even a small robot planted inside the building for officers to safely get close enough to open the door and arrest Garcia.

"It'd be like 3 in the morning and he's blasting his music loudest that he could," said Kvamme. Just a week ago he and his friends had a scary interaction with Garcia. When they went to ask him to turn down his loud music Garcia took out a gun.

"If I see you doing that again, we're going to have problems...and then that's when...he didn't point it, but he flashed it pretty much and from then on we tried to keep it cool just because we weren't trying to get shot."

Officers finally had Garcia handcuffed in his underwear out on West 21st Avenue around 2:30 p.m.. They are calling this a peaceful end to the situation as no one was seriously injured.

Police tell us Garcia had preexisting warrants and after a visit to the Trios emergency room to be checked out he was finally taken to jail.

2:30 p.m. - After hours of barricading himself in an apartment on the 1800 block of 21st. St in Kennewick, Jorge Garcia, 33 has been arrested on two counts of 1st Degree Assault. 

8 a.m. - Police at a standoff on the 1800 block of 21st. St. have shot several rounds of tear gas into an apartment where a man with a gun refuses to come out.

The man stuck his head out of a window for a moment to catch a breath.

Law enforcement have the building surrounded.

KENNEWICK, WA - Kennewick Police say a man is refusing to come out of an apartment that police officers, Benton County Sheriff Deputies and the Tri-City S.W.A.T. team have surrounded.

Officers say they have now set off flash bangs, but the man hasn't surrendered since the standoff began.

Around 7:15 Friday morning, police say the man held two women hostage inside an apartment at 21st Avenue and Rainier. Officers say the man blocked the front door, but the two women managed to escape, one wearing just her underwear. Police haven't said whether the man knows the two women, or what his relationship with them may be.

Police say they believe the man is armed with at least one handgun. Officers say he hasn't fired any shots, but has told police that he will. Police say they also have very little information about who this man is.

Police are trying to get a man out of an apartment on the 1800 block of 21st St. near S. Rainier St. in Kennewick.

Officers are asking people in the area to stay inside their homes and drivers to avoid the area. 

Neighbors say they heard gunshots, and thought a woman was inside the apartment. Police are using a loud speaker and around 10 a.m. fired flash-bangs to try to get the man to surrender peacefully.
