Criminal Charges Filed Against ISP Trooper, Daniel Charles Howard

MERIDIAN, Idaho - The Idaho State Police has placed Daniel Howard on administrative leave without pay pending the outcome of multiple criminal charges filed against him. The charges were filed by the Kootenai County Prosecuting Attorney's Office and include grand theft, petit theft, possession of an untagged deer involving alleged acts occurring in Kootenai County and forgery, title fraud and grand theft occurring in Bonner County.

All allegations were investigated by the Kootenai County Sheriff's Office.

In October 2013 Kootenai County notified ISP they had begun conducting a criminal investigation into allegations against Howard. KCSO had received a report of damage to a residence in the Athol area. A subsequent investigation by KCSO detectives over several months determined that Daniel Charles Howard was likely responsible for this and other criminal conduct. As Mr. Howard was a serving Idaho State Police Officer at the time of the investigation, the Idaho State Police were notified and fully cooperated with the investigation. ISP initiated an internal investigation in December 2013 and placed Howard on administrative leave with pay pending further action in the criminal investigation.

In April 2014 probable cause was found to charge Mr. Howard with felony and misdemeanor crimes in both Kootenai and Bonner Counties. ISP immediately suspended Howard without pay. Howard's suspension will continue pending the outcome of the criminal charges and the internal investigation. Howard faces termination by ISP if found guilty of the criminal charges. Howard was hired by ISP in December 1994.

As with any criminal case, Howard is afforded all rights and privileges of any person charged with a crime in Idaho. The Idaho State Police expects all employees to obey all laws and maintain the highest standards of professionalism and integrity both on and off duty.
