Last month, Chelan County Detectives received information from a school counselor about a sexual assault of a student. Investigators learned the suspect in the assault was 43-year-old Scott Arms, who was living part time between Colville and Wenatchee. Through their investigation, detectives developed probable cause to arrest Arms, and did so at a home in Douglas County.
