SPOKANE, Wash. - No more than a hop, skip and a jump from the train tracks across from Browne’s Addition, there's a surplus of stuff scattered along a chain-link fence. It's hard to say if someone still lives here, but the damp piece of cardboard with a scribbled message of hardship that rests on an old mattress gives a sign that it’s a homeless camp. “The goal is to get people into services,” said City Spokesman, Brian Coddington.
