Who Owns "Black Boxes" in Cars

Senator Jon Tester is supporting a bipartisan bill to keep drivers' personal information private.
Most new cars come with data recorders or "black boxes" that track vehicles' movements and speed. Tester's bill will make sure that the information collected by the recorder remains the property of the car owner, no the government or the manufacturer.
