Report Shows MPD Progress In Sexual Assault Agreement

An initial report reveals the Missoula Police Department is making "substantial" progress on a sexual assault agreement it made with the Department of Justice six months ago.

"I'm very happy with content of report. It shows favorably that our efforts have indeed been identified and documented," said Missoula Police Chief Mark Muir.

The report was done by independent reviewer, Tom Tremblay, who spent more than 200 hours tracking the police departments cooperation with an agreement with the Department of Justice.

In the report Tremblay said he could see MPD is trying to ensure the success of its effort to improve response to sexual assault through the changes they've made.

"There are no surprises here. I knew folks would be committed to honoring the agreement and I'm very pleased with the result," said Mayor John Engen.

Tremblay, a law enforcement consultant experienced in investigating sexual violence, prepared the report as part of his duties in a contract with the city. The report covers the police departments work from June 19 to October 1.

"I think the independent reviewers report is very comprehensive it gives great detail of examples," Muir said.

Chief Muir said the department has worked to revise sexual assault policies and procedures. One major change the department made is now, all officers are required to complete training of sexual assault investigations. A review panel has also been set up to ensure sexual assault cases are properly investigated.

"We still have some significant work to do," Muir said.

Tremblay said it's still early on in the process, and a lot more work needs to be done, like improved coordination between the Missoula Police Department and County Attorney's Office, as well as finding the loop holes these cases slip through.

Muir said the department will be done making changes by the time the two-year agreement with the DOJ ends. All of the work comes as Muir gets ready to retire this December.
