The Seattle Times reports the board voted unanimously on the measure Thursday. It will go into effect May 19. Jupp and Standen were once roommates at a house on West 15th next to Roosevelt Elementary School. According to court documents Jupps was not close with Standen and did not report her missing. Police in Baden-Wuerttemberg state say a passer-by spotted what appeared to be a clothed but headless corpse covered in blood lying by a stream in Remstal, near Stuttgart, late Monday. Officers cordoned off the suspected crime scene and firefighters were called to retrieve the body, which was lying in an inaccessible place.
